The addition of new tools in software such as Blender always have some purpose, and character animation is one of the most common goals among tool descriptions.  For example, when the feature called  Grease Pencil  for Blender  was released  , still in 2.4x versions, the goal was to provide a way to draw and annotate animations, allowing teams to exchange information directly in the Blender file.  The purpose and description could even be directed to character animation, but a little creativity is enough for artists to find other purposes for the tool.
